Supportive Housing Client Policies & Procedures

Herron Solutions LLC (HS) aims to offer a secure, sober, and supportive environment for individuals recovering from alcohol and/or substance use. This participant agreement outlines key information about supervised housing, including its staff, rules, responsibilities, and available services to support a safe and structured recovery environment.  

  

HS's recovery approach includes:  

A structured, monitored supervised housing environment 

  1. Mandatory attendance at house and office meetings 

  2. Participation in self-help groups 

  3. Daily Peer Support Meetings 

  4. Community Support Services 

  5. Engagement in intensive outpatient counseling (3 days per week for 3 hours), one on one counseling weekly, and other recommended treatments to gain knowledge about addiction, manage emotions and behaviors, and develop life skills to assist in supporting a sober lifestyle.

  

HS policies ensure a safe and comfortable living environment, with an emphasis on personal responsibility and mutual respect. Participants must adhere to house rules, attend weekly meetings, and support peer accountability. 

  

Rule infractions should be reported to staff who manage day-to-day operations and oversee compliance.  

  

Participants’ rooms and belongings may be searched for contraband. Random drug and alcohol testing is conducted. Refusal or positive results may lead to expulsion and/or elevation to a higher care level to best support the client's needs. The amount of personal belongings is limited to personal space, and HS is not liable for their loss or damage.  

  

Respect for neighbors is crucial, with no confrontations or disruptions allowed. HS participants will bring all neighbor issues to HS staff immediately and HS staff will address any neighborhood concerns.   

  

Program Policies:  

  • Employment: Participants are limited to part time work, while completing programming to focus on early recovery. Participants who are not employed will participate in community service. 

 

Critical Items Leading to Immediate Action:  

  • Alcohol: No possession or use allowed 

  • Bullying: No threats, intimidation, or bullying 

  • Child Pornography: Immediate expulsion and legal action if found 

  • Drug Use: No mind-altering substances allowed 

  • Illegal Activities: No engagement in illegal activities  

  • Illicit Drugs: No possession or use of any drugs, including marijuana (includes Medical Cannabis) 

  • Language: All participants use respectful and appropriate language that promotes a positive and supportive environment 

  • Pornography: No sexually explicit material allowed  

  • Prescription Drugs: Must be taken as prescribed, not shared, registered and monitored by staff 

  • Sexual Harassment: No sexual remarks or harassment 

  • Theft: Stealing is not tolerated 

  • Violence: No violence or threats of violence 

  • Weapons: No weapons allowed, including knives and firearms 

  

Routine Rules and Procedures:  

  • Cleaning Duties: Daily chores and general house cleaning on Saturdays are mandatory 

  • Common Areas: Must be kept clean; no rearranging furniture 

  • Contraband: Includes drugs, alcohol, weapons, and pornographic material 

  • Dress Code: Appropriate attire must be worn in common areas 

  • Laundry: Use of on-site washers/dryers, with assigned laundry days and cleaning responsibilities. Bedding and clothing must be washed weekly 

  • Meals: Group meal planning and preparation for dinner; individual responsibility for breakfast and lunch 

  • Passes: Emergency pass requests will be evaluated on a case-by-case basis. Approval is contingent on the client’s progression and engagement in services, conduct, and absence of write-ups. Out-of-county passes, when approved, are limited to a maximum of 4 hours, door-to-door.

  • Personal Hygiene: Daily showers and daily clean bathroom use are required 

  • Personal Items: Limited to what fits in designated personal space; all personal belongings must be kept in each participant’s assigned area. Items left out may be collected and stored by staff.

  • Personal Property: HS is not responsible for lost or stolen items; valuables should not be kept on site 

  • Room Inspections: Staff can search rooms and personal belongings; refusal may result in expulsion 

  • TV Use: No inappropriate material, rated R discouraged and must watch agreed upon programming 

  • Visitors: No visitors are allowed on or near the supportive housing properties. All off-premises visits and visitors must be approved in advance for in county visits.

  • We are vetted by Probation and Parole and grant authorized officers access to al HS premises 24/7.

  

Summary of House Rules:  

1. Cameras: 

  • Cameras are placed at all HS, LLC premises for safety

2. Corrective Actions:  

  • Infractions may result in warnings, corrective actions, probation, loss of privileges, or immediate removal. Repeated rule-breaking will lead to review and possible removal from program 

3. Fire and Safety:  

  • Review fire and emergency plans posted in each house. 

  • Participate in drills and practice safety habits 

  • Be aware of fire exits, know how to call 911, and smoke only in designated areas 

4. Horseplay and Conduct:  

  • No horseplay, yelling, or rough housing indoors. Respect others’ quiet enjoyment and property 

5. House Meetings and Curfew:  

  • Curfew is 8pm daily; plan to be home 15-30 minutes early. Violations lead to warnings, corrective actions, or removal 

6. Mail and Neighbor Relations:  

  • Forward all mail to PO Box 456, Belen, NM 87002; maintain good relations with neighbors and respect property boundaries 

7. Medications and Medical Conditions:  

  • Medications must be stored in lock boxes and safe; follow prescribed dosage and administration instructions. Medications are picked up only when accompanied by HS staff and are secured in the house safe upon return. Medication logbooks must be current. Violations can lead to discharge. No sharing of medication. Participants must sign HIPAA forms for medication verification 

8. Meeting and Treatment Attendance:  

  • Attend required servcies and self-help groups. Participation in substance abuse and possibly other treatments is mandatory. You are expected to arrive on time for meetings, remain for the entire duration, and actively participate in discussions. Participants are required to communicate directly with each provider regarding all service types they receive with that provider.

9. Movement Expectations:

  • Participants are not permitted to freely roam the community. Until they obtain employment, all time outside the home must be for scheduled services, appointments, meetings, or staff-approved activities.

10. Participant Responsibilities:  

  • Inform the Transitional Living Coordinator in writing at least 1 week before participation ends. HH reserves the right to remove participants at any time with immediate notice to remove personal items 

11. Personal Conduct:  

  • Maintain family-like relationships with others; romantic or intimate relationships may lead to discharge  

12. Pets:

  •   No pets allowed 

13. Selling/Borrowing/Gambling:  

  • No lending, borrowing, or gambling among participants 

14. Smoking and Property Use:  

  • Smoke only in designated areas; maintain property by reporting damage and avoiding unnecessary electricity and water use â€‹

15. Termination and Room Changes:  

  • No participant can force another to end their participation or change rooms without approval 

16. Vehicles: 

  • Vehicles are not permitted. 

17. Waivers: 

  • Waivers must be signed prior to gym, pool use and for medication procedures (amenities vary by site)

Complaints/Grievances:  

  • Resolution Process: HS aims to address complaints within 72 hours. Participants should use the Grievance Slip form, available in the house, and place in grievance box. All complaints must be in writing 

  • Grievance Handling: The Transitional Living Coordinator will meet with the participant within 48-72 hours to discuss the issue and provide a written response within 72 hours  

 

Policy Changes:

Discuss concerns at weekly meetings. Submit recommendations to the Transitional Living Coordinator for consideration. Any policy changes are documented and signed by participants

Program Fees:

  • Weeks 1–2: $0 (no program fee during initial adjustment period)

  • Week 3 and onward: $50 per week at house meeting

  • Supplies Fee: Monthly supply fee (approximately $50 per month, covers shared household supplies such as toilet paper, cleaning products, and other shared necessities)

Payments are due weekly unless alternative arrangements are approved in advance. All fees are non-refundable.

  

Discharge Criteria:  

  • Recommendations: Participants are recommended to participate for a minimum of 16 weeks. We respect the participants’ right to make decisions about their own recovery journey. All services are voluntary, but participation in the programming is required. We would appreciate one week’s notice prior to exit.   

  

Examples of Responsible Behaviors:  

  • Associations: Clients are required to associate only with individuals who support their sobriety and demonstrate only positive respectful behavior 

  • Conflict Avoidance: Set and respect personal boundaries to minimize conflicts 

  • Conflict Resolution: Address conflicts through open communication and problem-solving, aiming for mutually satisfactory solutions 

  • Daily Living: Maintain daily personal hygiene, keep living areas orderly, and engage in mandatory house activities 

  • Employment: Actively seek and obtain employment 

  • Financial Responsibility: Fulfill financial obligations 

  • Integrity: Avoid lying, cheating, stealing, manipulating, threatening, or using violence to handle personal issues 

  • Medical and Counseling: Attend all medical and mental health appointments, follow recommendations, and report any issues ​​

  • Program Engagement: Actively participate in, be on time, and contribute to the HS program by being respectful to others and not using phones or electronic devices during any services with HS.

  • Recovery Requirements: Work to meet current recovery goals and seek help from staff, sponsors, senior participants, support workers, or counselors as needed 

  • Relationships: Romantic relationships are discouraged during programming and not allowed among HS participant

  • Rule Compliance: Follow HS rules, admit mistakes when rules are broken, and accept consequences as learning opportunities

Additional Note: Participants forfeit standard landlord-tenant rights and acknowledge that acceptance into HS can be terminated immediately without notice. Acknowledgment of the Supervised Housing Application is in agreement with all requirements outlined in the policy and procedures presented above. â€‹

HS Supportive Housing focuses exclusively on supporting individuals with substance use disorders. We are not able to provide medical, mental health, or other specialized accommodations that fall outside our program’s scope. â€‹

HS provides supportive housing only and is not a locked facility, detox, medical center, or rehab, and does not offer 24/7 monitoring or emergency behavioral health care. Participants are free to leave and are fully responsible for their own safety, medical and mental health needs, appointments, behavior, and recovery. HS is not responsible or liable for medical or psychiatric emergencies, relapse, overdose, injuries, legal issues, actions of other participants, lost or damaged property, transportation, employment, or outcomes of services. Participants waive landlord-tenant rights, understand that housing may be ended at any time, agree to act with integrity, truth, respect, accountability, and personal responsibility, and release HS and its representatives from all liability related to their participation. HS will call 911 in emergencies but cannot guarantee response times or results.
